Paul -- Just unscrew it by the black band or where the shaft meets the base -- sort of like unscrewing today's flashlights. Do not unscrew from the very bottom.

I just picked this exact item up at a sale. Lovely deco design. For the life of me I cannot figure out how to open it for service and to change the batteries. Any help out there? Thanks. -Paul
