I have a flashlight so similar but it has a stripe on top too and the switch isn't a boat switch. It is made by a company called Aeroplane out of Hong Kong. I even have the box. At least this gives me a rough time period. I can't find anything on Aeroplane brand.

Mine is identical except blue color is black on mine. I wonder if the color could have changed with time?
